This book presents the first critical examination of the overlapping ethical, sociocultural, and policy-related issues surrounding disasters, global bioethics, and public health ethics. These issues are elucidated under the conceptual rubric: Public health disasters. The book defines PHDs as public health issues with devastating social consequences, the attendant public health impacts of natural or man-made disasters, and latent or low prevalence public health issues with the potential to rapidly acquire pandemic capacities. This notion is illustrated using Ebola and pandemic influenza (...) outbreaks, atypical drug-resistant tuberculosis, and the health emergencies of earthquakes as focal points. Drawing on an approach that reckons with microbial, existential, and anthropological realities; the book develops a relational-based global ethical framework that can help address the local, anthropological, ecological, and transnational dynamics of the ethical issues engendered by public health disasters. The book also charts some of the critical roles that relevant local and transnational stakeholders may play in translating the proposed global ethical framework from the sphere of concept to the arena of action. This title is of immense benefit to bioethics scholars, public and global health policy experts, as well as graduate students working in the area of global health, public health ethics, and disaster bioethics. Psychological assessment has long been reported as a key component of clinical psychology. This paper examined and shed light on the complexities surrounding the clinical significance of therapeutic approach to treatment Planning. To achieve this objective, the paper searched and used the PsycINFO and PubMed databases and the reference sections of chapters and journal articles to analysed the underlying themes: 1) a strong basis for the usage of therapeutic approach to psychological assessment in treatment plans, 2) explained the conceptual meaning (...) of clinical significant change in therapeutic assessment, 3) used initial theory to explain the therapeutic mechanisms of change in clinical practice, 4) analysed the empirically documenting clinically significant change in therapeutic assessment. Finally, the study suggested that though therapeutic assessment is not sufficient for the systematic study of psychotherapy outcome and process, it is still consistent with both the lay-man and professional expectations regarding treatment outcome and also provides a precise method for classifying clients as “changed” or “unchanged” on the basis of clinical significance criteria. The introduction of Western healthcare, via colonialism, into Africa facilitated a confrontation of indigenous and exogenous “medical” knowledge as well as the attendant praxis. Although colonialism has been expunged from the shores of Africa, the epistemic and ideological frictions it introduced into the sphere of healthcare linger and raise different dilemmas. Many drugs used in paediatric medicine are off-label. There is a rising call for the use of adaptive clinical trial designs in responding to the need for safe and effective drugs given their potential to offer efficiency and cost-effective benefits compared with traditional clinical trials. ADs have a strong appeal in paediatric clinical trials given the small number of available participants, limited understanding of age-related variability and the desire to limit exposure to futile or unsafe interventions. Although the ethical value (...) of adaptive trials has increasingly come under scrutiny, there is a paucity of literature on the ethical dilemmas that may be associated with paediatric adaptive designs. This paper highlights some of these ethical concerns around safety, scientific/social value and caregiver/guardian comprehension of the trial design. Against this background, the paper develops a non-static conceptual lens for understanding PADs. It shows that ADs are epistemically open and reduce some of the knowledge-associated uncertainties inherent in clinical trials as well as fast-track the time to draw conclusions about the value of evaluated drugs/treatments. On this note, the authors argue that PADs are ethically justifiable given they have multiple layers of safety, exposing enrolled children to lesser potential risks, create social/scientific value generally and for paediatric populations in particular, specifically foster the flourishing of paediatric populations and can significantly improve paediatric trial efficiency when properly designed and implemented. However, because PADs are relatively new and their regulatory, ethical and logistical characteristics are yet to be clarified in some jurisdictions, the cooperation of various public and private stakeholders is required to ensure that the interests of children, their caregivers and parents/guardians are best served while exposing paediatric research subjects to the most minimal of risks when they are enrolled in paediatric trials that use ADs. In this work, we study and analyze the aggregate death counts of COVID-19 reported by the United States Centers for Disease Control and Prevention (CDC) for the fifty states in the United States. To do this, we derive a stochastic model describing the cumulative number of deaths reported daily by CDC from the first time Covid-19 death is recorded to June 20, 2021 in the United States, and provide a forecast for the death cases. The stochastic model derived in this (...) work performs better than existing deterministic logistic models because it is able to capture irregularities in the sample path of the aggregate death counts. The probability distribution of the aggregate death counts is derived, analyzed, and used to estimate the count’s per capita initial growth rate, carrying capacity, and the expected value for each given day as at the time this research is conducted. Using this distribution, we estimate the expected first passage time when the aggregate death count is slowing down. Our result shows that the expected aggregate death count is slowing down in all states as at the time this analysis is conducted (June 2021). A formula for predicting the end of Covid-19 deaths is derived. The daily expected death count for each states is plotted as a function of time. The probability density function for the current day, together with the forecast and its confidence interval for the next four days, and the root mean square error for our simulation results are estimated. This article is a critique of Thaddeus Metz’s modal relational approach to moral status in African ethics. According to moral relationalism, a being has moral status if it exhibits the capacity for communal relationship as either a subject or an object. While Metz defends a prima facie plausibility of MR as an African account of moral status, this article provides a fresh perspective to the debate on moral status in environmental and ethical discourse. It raises two objections against MR: the (...) capability criterion inherent in MR is not only exogenous to African thought but also undermines the viability of MR; and MR cannot account for the standing of species populations. Both objections have severe implications for biodiversity conservation efforts in Africa and beyond. (shrink)

This paper proposes an original ubuntu-inspired account of human-animal moral status for engaging the problem of belongingness—the ethico-ecological community view. This account embodies two integrated features: locatedness and relationality. While locatedness prompts us to attend to the embeddedness of beings in the built and natural environment, relationality allows the discussion to focus on human-nonhuman interdependencies. I argue that a deep sense of both features prompts us to move the moral status conversation away from capacities to a non-capacity-based approach, thereby helping (...) to disrupt unjustified human moral superiority over animals in a way that commits us to environmental flourishing. In this paper, I address human-induced environmental ills we face using an ubuntu-inspired ethical lens. I follow ubuntu scholars to stress the significance for moral agents to embody virtues. Virtue development is essential to carry out obligations and address human impacts on the environment. Thaddeus Metz, in particular, has drawn attention to how embodying ubuntu virtues of humility and friendliness can prompt moral agents to be other-regarding. The view I developed in this paper differs from his ubuntu-inspired account in at (...) least two significant ways. First, humans cannot be in harmonious relationships with some species such as Black Mambas, Hyenas and sea urchins even if they can interact. Second, we must acknowledge the consequentialist dimension of ubuntu ethics and prioritise the different aspects of ubuntu ‘mixed’ ethics, ranking them to offer possibilities for a more realistic recommendation to change our moral life. This paper demonstrates that the three dimensions of ubuntu ‘mixed’ ethics are fundamental because we need to think about moral consequences, right action and our virtue in accounting for our actions. This paper discusses one particular way we may put the idea of sharing in ubuntu philosophy into practice: moderate selflessness. Moderate selflessness is an important tool that might help us pursue other‐regarding behaviour alongside the agent's genuine well‐being interests to help disrupt the antagonistic gap between humanity and nonhumanity. I suggest that, properly understood, moderate selflessness may provide conceptual resources to avoid antagonistic environmental practices, including the concerns of poverty and biodiversity loss.

This article evaluates the moral implications of two leading theories on biodiversity preservation/conservation (Paul Taylor's biocentric egalitarianism and J. Baird Callicott's holistic communitarianism). Taylor argues for the moral equality of all members of the Earth's community of life, calling for an ethic of respect for nature to conserve biodiversity. Callicott argues for the moral consideration of ecosystems to maintain their integrity, stability, and beauty. The article makes two major claims. First, we need a plausible account of moral egalitarianism to disrupt (...) ethical anthropocentrism. Second, the ethics of respect for nature requires a critical bottom-up character-based ethical theory to be morally forceful. These missing elements are central to the ubuntu philosophy about personhood and are significant for enriching egalitarian-communitarian solutions to biodiversity loss. (shrink)

A large and important part of social relations is gender relations between men and women. Over time, the manifestation of such relations has often been one of violence, particularly violence against women. Different approaches have been deployed to deal with the experience of gender-based violence (GBV). One popular approach is the human rights framework that suggest that GBV can be addressed by granting certain rights to women. We argue that while a human rights framework holds some promise in resolving GBV, (...) it is limited in some ways because it does not take the cultural perceptions of gender relations that envision gender duties into account. As part of our argument, we show that social relations in African communities ought to be primarily based on the principle of duty to the other, rather than an emphasis on rights. We conclude that there is a need to complement the rights-based approach with a duty-based approach to effectively address GBV. (shrink)

It is argued that the current policy of the British Medical Association (BMA) on conscientious objection is not aligned with recent human rights developments. These grant a right to conscientious objection to doctors in many more circumstances than the very few recognised by the BMA. However, this wide-ranging right may be overridden if the refusal to accommodate the conscientious objection is proportionate. It is shown that it is very likely that it is lawful to refuse to accommodate conscientious objections that (...) would result in discrimination of protected groups. It is still uncertain, however, in what particular circumstances the objection may be lawfully refused, if it poses risks to the health and safety of patients. The BMA's policy has not caught up with these human rights developments and ought to be changed. (shrink)

COVID‐19, caused by a novel coronavirus named SARS‐CoV‐2, was identified in December 2019, in Wuhan, China. It was first confirmed in sub‐Saharan Africa in Nigeria on 27 February 2020 and has since spread quickly to all sub‐Saharan African countries, causing more than 111,309 confirmed cases and 2,498 deaths as of 03 June 2020. The lessons learned during the recent Ebola virus disease (EVD) outbreaks in some sub‐Saharan African countries were expected to shape and influence the region’s responses to COVID‐19 pandemic. (...) However, some of the challenges associated with the management of the EVD outbreaks persist and create obstacles for the effective management of the COVID‐19 pandemic. This article describes the commonalities between the EVD epidemics and COVID‐19 pandemic, with a view to draw on lessons learned to effectively tackle the ongoing pandemic. Key successes, failures and lessons learned from previous EVD outbreaks are discussed. Recommendations on how these lessons can be translated to strengthen the COVID‐19 response in sub‐Saharan Africa are provided. (shrink)

I read with great bewilderment the unconvincing arguments of Peter F. Omonzejele in his article “Ethical Challenges Posed by the Ebola Virus Epidemic in West Africa” published in the 11 issue of the Journal of Bioethical Inquiry. While the author glaringly mixed up anthropological issues concerning the hygiene of hand-washing and safe burials in an article with a title clearly focused on ethical challenges, he failed to establish how the current Ebola epidemic ravaging some West Africa countries made these human (...) practices ethical challenges. Anecdotal examples cited in the article fit entirely into the realm of anthropological and sociological issues fuelling the spread of Ebola but are not in any way related to ethical challenges. The title was either misleading or the author deliberately discussed anthropological/sociological issues tangentially in an article supposedly written on ethical issues.The author also contradicted himself, having categorized as a compelling need t .. Nigeria is one of the most religious countries in the world. The major religions are Islam, Christianity, and African traditional religion. Nigeria is also notorious for ethno-religious conflicts, especially in the North eastern part of the country. Many factors have been identified as causes of the conflicts, including religious intolerance, desertification, poverty, cultural differences, foreign influences, and political differences. This paper argues that, although the conflicts were usually triggered by flimsy incidents, the protagonists’ exclusivistic attitude as regards value is the (...) root cause of the conflicts. Each of the protagonists in the conflict, the ethnic and religious groups, regards its own worldview as the only true one. Using conceptual analytical method to analyse the Nigerian situation, this paper uses process philosophical concept of truth to propose that differences in value may not necessarily lead to conflicts. In fact, it may lead to deeper religion, beauty, and depth of personality. “Deep” or “Complementary” pluralism is thus recommended for tolerance and peace in Nigeria. (shrink)

What is required, I suggest, is a commitment to human interests on the continent. This commitment can be expressed in various ways; for example, through the analysis, critique and reconstruction of traditional conceptual schemes, the examination of the ideological foundations of the African predicament and the consideration of issues---substantive and methodological---in other disciplines, particularly the social sciences. This paper takes a philosophical look at how the views of Gilbert Ryle and Kwasi Wiredu can be used to resolving the mind-body problem located in Rene Descartes’ philosophy. The common sense account of the mind-body theory was first systematically carried out by Descartes. To him, mind and body do not only exist, they also interact. Through his notion of clear and distinct ideas, Descartes infers the existence of the mind as a thinking substance. Unlike the mind, whose character is (...) thought, the body for Descartes is an extended thing. He insists that the point of interaction is the pineal grand, which God has worked out from the point of creation. Today, the view that body and mind interact has generated some controversies. Ryle argues that Descartes has made a category mistake by interpreting mind as a distinct substance. For Wiredu, in Akan thought system, mind does not go to constitute a person. Thus Ryle and Wiredu tend toward materialism when they argue that the source of consciousness is the brain, rather than the mind. This paper explores the claims of these philosophers: Descartes, Ryle and Wiredu. I stress that Ryle and Wiredu’s views do not resolve the Cartesian problem. The paper concludes that unless the problem of the source of consciousness is tackled, the mind-body problem cannot be adequately resolved. (shrink)
